The Municipal Corporation of Hyderabad (MCH) has a serious problem on its hands: The swelling dog population. And the recent attack on a six-month-old boy has stepped up pressure on it to tackle the menace.
As a first step, the MCH has now decided to adopt the Ahmedabad model to control the stray dog menace in the city. An NGO 'Animal Help Foundation', which is currently handling a project in Ahmedabad city, will take up a pilot project for a sterilisation and vaccination programme in the city too.
The pilot project will be taken up in the Old City (circle I) from April 7, MCH commissioner Sanjay Jaju told reporters at a press conference on Friday. Under this programme, camps will be conducted in different localities of the city and dog catchers would pick up dogs to be sterilised the same day. By evening the dogs will be back in the same locality, Jaju said.
The results of the programme have been quite encouraging in Ahmedabad and Bangalore has also recently adopted the method after a boy was mauled by stray dogs a month ago. "Of the total 1.5 lakh stray dogs population in the city, the MCH could sterilise about 15,000 dogs a year. The number of dogs are increasing despite certain measures by the MCH," the commissioner said.
The corporation would spend Rs 200 on each dog under this scheme and about Rs 12 lakh on the pilot project. "If the pilot project yields good results in circle-I areas, the project would be extended to other areas also, Sanjay Jaju said.
The commissioner, however, said the MCH dog catchers and Blue Cross would continue their regular programmes of sterilisation and vaccination programmes other than the pilot project area. Animal Help Foundation convenor Rahul Sehgal said the organisation sterilised about 45,000 dogs in 2006 in Ahmedabad alone.
Animal Help Foundation (AHF), the voluntary organisation that has taken up mass sterilisation and vaccination of stray dogs in the old city, is threatening to pull out.
It has charged Greater Hyderabad Municipal Corporation (GHMC) of "non-cooperation" and for "not providing proper logistics and infrastructure support" for its team working here since the past one week.
AHF has managed to catch, neuter and vaccinate over 200 dogs so far. It stopped work as it was getting "difficult to function", said its founder-secretary Rahul Sehgal.
GHMC had provided a rickety vehicle that "stops every 10 minutes and needs towing". To top it they have been saddled with a "drunk driver who neither comes on time nor can converse in Hindi", he alleged over phone from Ahmedabad.
AHF's serious charge could spell big trouble for GHMC since stray dogs menace has become a big issue. "We need a senior official to accompany us who can help us in talking to the local people, have proper security as we are bound to face some resistance and also tackle anti-social elements. Unfortunately, this is not happening," he said.
Mr. Sehgal said his 14-member team with five vets have the capacity to operate on 1,000 dogs within a month though it has been given a three-month time frame. "I am very disappointed with the attitude here," he lamented.
AHF was contracted to neuter and vaccinate dogs in erstwhile circle one of MCH on a pilot basis and later expand throughout the city, as they had successfully done 45,000 operations in Ahmedabad last year.
"We came here despite heavy workload. We want to do a thorough job and provide training on our methods," said Mr. Sehgal, still willing to make a last ditch effort.
The system of dealing with stray dog menace was criticised in the programme. A resident of Begum Bazaar, Narayana, complained that the dog pound was very close to their locality and that the catchers were unable to control the dogs. "We will definitely check out this complaint to find out whether the dogs from other colonies are being released in different colonies after sterilisation," Special Commissioner for GHMC, Sanjay Jaju, promised.
Menaka Gandhi appears before Andhra Human Rights Commission
Animal rights activists and MP Menaka Gandhi today appeared before the Andhra Pradesh Human Rights Commission(APHRC).
Following the summons issued by the APHRC in connection with the killing of stray dogs in the capital city, Ms Gandhi appeared before APHRC Chairman Justice B Subashin Reddy.
Ms Gandhi expressed her views on the killing of stray dogs in the city.
